It might be a street scene from Holland, as Pella was founded by Dutch settlers. I don’t know the name of the artist.

Lovely!
Very nice. Unfortunately, my knowledge of Dutch life and culture, past and present is way too limited. My experience their was limited to the one hour North Worst Airlines gave us from Twin Cities to Amsterdamn and back to Paris. Maybe next time... :)
